Amherstburg has been presented with a potentially exciting new chapter for the currently dormant Belle Vue National Historic Site!
We are thrilled to share an outline of the proposed development concept drawings with the community and clarify the next steps to evaluate the proposal.
At the October 10, 2023, Regular Council Meeting, Council approved proceeding with the next steps for the Amico-Loop Belle Vue proposal. Representatives from the Amico-Loop team were present and provided a presentation of their vision for the site's future, with a concept nothing short of extraordinary.
The plan is in two parts and outlined in the Belle Vue Entire Grounds Concept Drawing Amico-Loop, found to the right under documents.
PART 1: Residential Development with Historic Charm
The back 4 acres propose a residential development that embraces the historic allure of the Belle Estate, honouring its rich heritage.
PART 2: Belle Vue Restoration
The Belle Vue Manor will undergo meticulous restoration, preserving all its historic exterior architectural elements in the Palladian style. The interior will echo this character while ensuring accessibility and sustainability, especially for businesses in the hospitality industry.
Hospitality Haven:
Their vision includes the establishment of an Inn, a spa, restaurant and a hotel annex complete with a pool and gardens, creating a serene and luxurious ambience.

NEXT STEPS
This exciting development is just the beginning of a transformative journey for the Belle Vue National Historic Site. Council, recognizing the potential of this venture, has empowered the Administration to proceed with the following steps, which encompass:
Financial Evaluation:
A third-party in-depth review of the proposal's financial aspects, economic drivers for the Town and viability and feasibility to be executed will ensure a sustainable future for this grand endeavour.
Property Valuation:
The proposal has included that should the Council decide to approve it, the Belle Vue manor and property would no longer be owned by the town. As such, Administration is seeking a valuation of the Belle Vue manor and property as part of the next steps in evaluating the submission. Should Council decide to approve and proceed with negotiations on this project, the valuation of the property and manor will form a valuable part of those discussions, giving clarity to the potential sale value.
Recognition of Donations:
Council directed that Administration facilitate meetings between the proponent and the Belle Vue Conservancy (BVC) as part of the next steps. It is important for the town to ensure the proponent is aware of the donations made to the BVC for the restoration of the roof and windows and to ensure the corresponding donor acknowledgements are honoured. These discussions will also address the collection of antiques the BVC has received to enrich the site's historical tapestry.
Protection and Preservation of the Estate
In the event of Council proceeds forward with negotiations on this proposal, Amherstburg's Heritage Planner will provide the requirements for the Heritage Impact Assessment and Heritage Conservation Plan, in accordance with the Ontario Heritage Act as well as the Standards and Guidelines for the Conservation of Historic Places in Canada. With the guidance of Legal Council, an agreement will be prepared explicitly outlining the ongoing restoration, preservation, and maintenance requirements for the site and of the Belle Vue Manor. This agreement can be registered on the title so that it is enforceable regardless of whether the municipality owns the property or if the property changes ownership in the future.
Public Input:
Administration will assist Amico-Loop in obtaining public input on using the grounds and gallery at the newly developed Hotel/Inn Spa/Restaurant. In addition, Council has requested community input regarding ownership of the site. A public survey was conducted to capture resident preferences, ensuring that Belle Vue reflects the desires and aspirations of our community.
